HUD has published a much-anticipated change to environmental rules that will allow FHA-insured financing for more multifamily projects.
Long sought by the industry, these changes rationalize program requirements around noise, vibration, underground pipelines, fall hazards, and power lines, bringing them more in line with industry standards.
These changes are effective immediately and include:
- A more flexible approach to outdoor noise constraints.
- Removing the requirement to assess vibration from railroad tracks and rail yards.
- Relying on regulation of underground pipelines by the federal, state, and local authorities.
- Simplifying rules regarding development near power lines and cell towers.
